FUNCTIONAL PURPOSE
This position will ensure high-quality recruitment and retention programs in supporting district leaders, operation leaders, principals, assistant principals, teachers as well as non-instructional staff. This position will direct activities related to sourcing, screening, recruitment, onboarding programs, as well as retention strategies for all employees including substitute and temporary staff.
DUTIES AND RESPONSIBILITIES:
- Assists Human Resources Leadership to establish and implement the district vision.
- Coordinates recruitment and retention programs including review, ideation, design, and implementation of successful talent acquisition strategies.
- Serves on the HR leadership team to coordinate work with other areas within HR.
- Leads the execution of the principal and assistant principal talent pool processes.
- Leads initiatives that support long-term teacher and school leadership pipeline development.
- Develops and fosters relationships with organizations and evolving electronic media venues to attract and recruit qualified candidates for the WSFCS workforce.
- Follows up with direct leads to create a viable pool of instructional and non-instructional candidates for the WSFCS workforce.
- Directs, oversees, and participates in the development of the department’s work plan; assigns work activities, projects, and programs; monitors workflow; reviews and evaluates work products, methods, and procedures.
- Leads a team of staff to support recruitment, onboarding, and substitute staffing.
- Fosters and maintains a positive and productive working relationship with school leaders, other school-based and district staff, and partners.
- Models data-driven decision making, maintains data related to goals and initiatives, evaluates current and future programs, and prepares/submits reports and presentations.
- Plans and leads professional learning experiences related to HR and recruitment practices for school and district leaders.
- Maintains and grows relationships with local principal, assistant principal, and teacher
- Coordinates and analyzes qualitative and quantitative results of programs to continuously improve programs.
- Develops sourcing strategies for WSFCS.
- Develops and executes marketing strategies to attract the best workforce to WSFCS.
- Attends educational job fairs and seminars nationwide.
- Performs other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of federal and state laws governing employment practices.
- Knowledge of the principles and practices of public human capital management.
- Knowledge of WSFCS policies and procedures concerning the employment of personnel and their rights and privileges as an employee.
- Knowledge of the literature, trends, and developments in the field of human capital management especially in the area of talent acquisition.
- Knowledge in the delivery of training including use of technology and best practices related to the development and delivery of recruitment strategies.
- Knowledge of and experience in sound fiscal practices, including management of department resources.
- Knowledge of supervision, training, and performance evaluation.
- Knowledge of public speaking techniques.
- Ability to influence stakeholders and participants regarding issues that impact their strategy and planning.
- Ability to seek, frame, and define the value of a specific decision or action to the benefit of all.
- Ability to apply experience and knowledge to create, adjust, and steward the means by which discipline is applied to business decisions for planning activities and service delivery.

- Ability to keep abreast of current developments and trends in areas of expertise; competency modeling, job specific assessment techniques, directed resumes, structured interviews, staffing funnel, selection pyramid, automated recruiting, employee referrals, internal transfers, and integrated sourcing.

- Demonstrated skills in developing recruiting brands and leveraging diverse sourcing and candidate development strategies to source high caliber talent.
- Experience developing and executing selection and screening management processes in a public-school setting.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Minimum: Bachelor’s Degree in Human Resources, Business, Organizational Development, Public Administration, or related field, plus five years of recruiting/sourcing and selection experience.
- Desirable: Master’s Degree in Human Resources, Business, Organizational Development, Public Administration, School Administration, or related field, plus ten years of recruiting/sourcing and selection experience with three years’ experience in a public-school setting.
CERTIFICATION AND LICENSURE REQUIREMENTS:
- Desirable: Active membership and/or professional designation from SHRM, SIOP, or related organizations.
Pay Grade Director 2 - $6,335.33 Monthly Salary - Full Time Position - 12 Months
