FUNCTIONAL PURPOSE
This position provides direct support to schools and departments by responding to requests for job postings, closely monitoring applicant pools, and carefully pre-screening applicants to fill vacancies with highly qualified candidates. The person in this position will monitor applicants and diligently work to staff all positions with an emphasis on supporting hiring managers and candidates. It will effectively brand and communicate job vacancies through all social media platforms, online posting, and other communication/distribution channels.
DUTIES AND RESPONSIBILITIES:
- Develops, plans, and implements recruiting activities designed to enhance WS/FCS’s ability to attract and retain a diverse, high performing workforce with a focus on recruiting qualified professional teaching and support candidates.
- Develops and maintains a network of contacts to help identify and source qualified candidates.
- Builds applicant sources by researching and contacting community services, colleges, employment agencies, recruiters, media, and internet sites, providing organization information opportunities, and benefits, making presentations, maintaining a rapport.
- Participates in recruitment trips or virtual employment fairs with selected colleges and universities, job fairs (both in person and virtual), and other appropriate events as needed.
- Implements new ways of using technology and social media to meet the district’s staffing needs.
- Ensures hiring supervisors have access to highly qualified candidates in a timely manner.
- Assists in the development of a pool of qualified applicants for existing and potential vacancies.
- Refers eligible candidates to hiring supervisors for consideration.
- Reviews applicants to determine eligibility for employment according to preferred requirements.
- Publicizes vacancies to enable current employees to refer well-qualified candidates appropriately.
- Manages at minimum three district wide career fairs a year and is responsible for the logistics, planning, marketing, and management of the career fairs.
- Partners with universities and local colleges to build a strong candidate pipeline.
- Oversees the talent pools for our School Finance Manager and Data Manager positions by screening candidates, assigning/grading assessments, and keeping the talent pools updated.
- Leads webinars as needed for prospective candidates.
- Performs other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Basic knowledge of federal and state laws governing employment practices.
- Knowledge of WS/FCS policies and procedures concerning the employment of personnel and their rights and privileges as an employee.
- Basic knowledge of the literature, trends, and developments in the field of talent acquisition.
- Knowledge of public speaking techniques.
- Ability to develop professional working relationships with internal and external customers and
- Ability to use technology to research/recruit, post vacancies, and screen candidates, maintain recruitment website, set up virtual job fairs, etc.
- Ability to apply sound judgment to program practices and theories in a wide variety of situations.
- Ability to develop, present, and analyze problems and technical situations and make recommendations for solutions.
- Ability to communicate clearly and effectively, orally and in writing. Must demonstrate strong verbal communication skills.
- Above average skills in Microsoft office products including but not limited to Word, Excel, PowerPoint, Publisher, Access, Office 365, Outlook, Team Meetings.
- Consistently demonstrates initiative. Can work well with a minimum of direction, or in a team environment.

EDUCATION AND EXPERIENCE REQUIREMENTS:
- Minimum: Associate’s Degree in Human Resources, Business, Public Administration, or related field AND five years of related Human Resources experience OR Bachelor’s Degree in Human Resources, Business, Public Administration, or another related field AND two years of related Human Resources experience.
- Desirable: Master’s Degree in Human Resources, Business, Public Administration, or another related field AND three to five years of Human Resources experience.
CERTIFICATION AND LICENSURE REQUIREMENTS:
- PHR, SHRM-CP desirable, not required.
